GuardLatice R39 Sovereign Runtime

R39 v8 is the current public GuardLatice GL-DDBS sovereign runtime handoff. It replaces the public R39 v6 link with a package-wide rebuild of `gl-ddbsd`, `glc-glddbs-compiler` and the GL policy core FFI, including a 100,000 source-rule GL-C compile and FFI-load gate. The native binary remains the product; this website is only a reference deployment and download surface.

Current R39 package

The R39 v8 runtime package is approximately 89 MB and is intended for engineers who need the real GuardLatice runtime handoff, not a documentation-only package. It includes the primitive documentation and CP-ABE / ABE gate binaries now carried by the runtime handoff. V4 keeps the clean file, tutorial and gate names and adds a clear trust-chain closure page so the package opens as a product surface rather than a historical workbench. V5 keeps those boundaries and refreshes the durable engine package. V6 adds the packaged `decide-standalone` GL-C CLI for OPA-like local decisions without GL-DDBS. V8 rebuilds the package as a coherent unit and adds the 100,000-rule GL-C compile/FFI gate, without adding a production-ready claim. A tiny slim archive is also provided for document review, but it does not replace the runtime archive.

Non-claim: R39 v8 is superior to the previous public R39 v6/v5/v4/v3/v2/v1/R38 links as the current runtime handoff with the package-wide GL-C 100,000-rule gate, standalone GL-C CLI refresh, targeted engine refresh, primitive material, a cleaner package layout and explicit trust-chain blocker documentation, but the wider industrial closure remains open. Current source gates still preserve release_admitted=false and production_ready=false until the remaining durability, ENOSPC/power-loss, soak, HA/failover and production qualification gates are closed.

The public website is a reference deployment and download surface. The package remains self-hostable: deployers control their own origin, keys, policies, data, and operation.
